THE 981 MINOR BALL LEAGUE

 

981 League Rules

 

-GAMES START AT 6:30 P.M - 5 INNINGS (TIME PERMITTED)

-ABSOLUTELY NO SMOKING ON DIAMONDS OR IN DUGOUTS

-PROFANITY AND UNSPORTSMANLIKE CONDUCT WILL NOT BE TOLERATED.  PLEASE INSTRUCT UMPIRES TO EJECT PLAYERS, COACHES AND FANS THAT DISPLAY POOR CHARACTERISTICS

-ALL COMPLAINTS MUST BE WRITTEN AND SENT TO 981 MINOR BALL LEAGUE, BOX 403, ROCANVILLE, SK., S0A 3L0

-OVERAGE PLAYER: CAN BE ONLY ONE YEAR OLDER

                                    CANNOT PITCH

                                    MUST BE IDENTIFIED ON THE SCORE SHEET WITH AN X

                  IF THERE ARE MORE THAN 9 PLAYERS, THERE CAN ONLY BE 2 OVERAGE PLAYERS ON DEFENSE AT ATIME

                                    IN THE EVENT THAT 3 OVERAGE PLAYERS ARE USED (ONLY 9 PLAYERS ON TEAM) ONLY 2 CAN PLAY IN THE INFIELD

-UNDERAGE PLAYERS ARE TO BE MARKED ON THE SCORE SHEET WITH AN AP

-ORANGE SAFETY BASES ARE MANDATORY FOR ALL TEAMS STARTING AT 7 & UNDER MIXED AND UP

-ANYONE WARMING UP A PITCHER MUST BE WEARING A CATCHER'S MASK

-STEAL CLEATS ARE NOT ALLOWED

-ALL JEWELLERY IS TO BE REMOVED PRIOR TO GAME.  MEDICAL ALERT IS THE ONLY EXCEPTION

-ALL RUNNERS MUST SLIDE INTO HOME PLATE IF THERE IS A PLAY BEING MADE AT HOME OR THE RUNNER WILL BE CALLED OUT.  PLEASE INSTRUCT YOUR PITCHER/CATCHER TO STAND IN THE PROPER PLACE TO AVOID INJURY.  THE 7 & UNDER MIXED TEAMS ARE EXCLUDED FROM THIS RULE.

-THE HOME (HOST) TEAM SUPPLIES BOTH HOME AND BASE UMPS AS WELL AS SCOREKEEPERS FOR ALL LEAGUE GAMES.  THE HOST TOWN IS TO SUPPLY BOTH HOME AND BASE UMPS AND A SCOREKEEPER FOR ALL GAMES IN THE TOURNAMENT.

-IF THERE IS A TEAM WITH LESS THAN 9 PLAYERS, THEY WILL NOT BE PENALIZED BY HAVING AN AUTOMATIC OUT IN THE BATTING ORDER FOR THE 9TH PLAYER.

-DURING ALL LEAGUE AND TOURNAMENT GAMES WE RECOMMEND THAT ALL UMPIRES WEAR PROPER EQUIPMENT WHICH INCLUDES CHEST PROTECTOR, MASK, PANTS, SHIN PADS, AND CLOSED TOE SHOES (NOT SANDALS)

-USE OF AN OPTIC BALL IS MANDATORY FOR ALL GAMES OF ALL AGES

-THE USE OF GRASSROOT UMPIRES IS REQUIRED FOR ALL AGES EXCLUDING 5 & 7 & UNDER MIXED

-IF THERE IS A RAIN DELAY ON TOURNAMENT DAY ALL TEAMS ARE TO REMAIN AT THE TOURNAMENT UNTIL THE HOST COMMITTEE MAKES A DECISION ON THE REMAINING GAMES

-A $100.00 FINE, PAYABLE TO THE HOST COMMITTEE WILL BE IMPOSED ON ANY TEAM THAT DOES NOT PARTICIPATE IN THE LEAGUE TOURNAMENT.   THE TEAM ALSO FORFEITS THE OPPORTUNITY TO OBTAIN MEDALS.  THE ONLY EXCEPTION TO THIS IS IF THE TEAM IS PLAYING A PROVINCIAL GAME OR TOURNAMENT

-TOURNAMENT GAMES WILL BE A MAXIMUM OF 5 INNINGS OR 2 HOURS.  THE A & B FINAL GAMES WILL BE 7 INNINGS

-ON TOURNAMENT DAY ALL PEOPLE PAY EXCEPT UMPIRES.  THE FEES ARE ADULT-$3, KIDS-$2, AND PRESCHOOL FREE.  THIS INCLUDES ALL PLAYERS TO AVOID DECEPTION THAT ALL KIDS ARE PLAYERS.

7 & UNDER MIXED (WEE PEE)

-PARENT PITCHER TO PITCH TO HIS/HER TEAM FROM AT LEAST 15 FEET BUT IS ENCOURAGED TO PITCH FROM REQUIRED 30 FEET

-PLAY ONCE A WEEK ON SCHEDULED NIGHT

-EVERYONE BATS ONCE PER INNING AS LISTED ON SCORE SHEET

-THE SCORE IS NOT KEPT

5 GOOD PITCHES PER BATTER

-RUNNERS PUT OUT ARE OUT, BUT THE 3 OUT RULE DOES NOT APPLY

-USE AN 11" INDOOR BALL

-EACH TEAM TO FIELD THE SAME AMOUNT OF PLAYERS WITHIN 2, 1 CATCHER, 5 INFIELD, THE REST OF THE PLAYERS PLAY THE OUTFIELD, NOT STANDING ON THE BASE LINE

-HELMETS TO BE WORN BY ALL BATTERS AND RUNNERS

NO STEALING-BECAUSE PARENT IS PITCHING

-THERE WILL BE NO ADVANCEMENT ON AN OVERTHROW TO ANY BASE (INCLUDING SECOND) OR ON A THROWN BALL ONCE IT HAS CROSSED THE BASELINE TO  THE INFIELD, OR IF THROWN IN THE VICINITY OF 1st OR 3rd BASE

-IF A HIT BALL HITS THE PARENT PITCHER IT IS RULED A NO PITCH AND  RUNNERS RETURN TO ORIGINAL BASE

-THE IN-FIELD FLY RULE DOES NOT APPLY FOR THIS AGE GROUP

-PITCHING DISTANCE IS 30', BASELINE DISTANCE IS 45'

9 & UNDER (MITE)

-USE AN 11" BALL

-EACH TEAM TO FIELD THE SAME AMOUNT OF PLAYERS WITHIN 2, 1 CATCHER, 5 INFIELD, THE REST OF THE PLAYERS PLAY THE OUTFIELD, NOT STANDING ON THE BASE LINE

-HELMETS TO BE WORN BY ALL PLAYERS AND BATTERS

-NO STEALING-BECAUSE SOMETIMES THERE IS A PARENT PITCHER

-THERE WILL BE NO ADVANCEMENT ON AN OVERTHROW TO ANY BASE (INCLUDING SECOND) OR ON A THROWN BALL ONCE IT HAS CROSSED THE BASE LINE TO THE INFIELD, OR IF THROWN IN THE VICINITY OF 1st OR 3rd BASE

-IF A HIT BALL HITS A PARENT PITCHER IT IS RULED A NO PITCH AND THE RUNNERS RETURN TO ORIGINAL BASE

-THE PLAYER WILL PITCH UNTIL 4 BALLS OR 3 STRIKE.   IF IT IS 4 BALLS AND LESS THAN 3 STRIKES, AT THIS TIME THE PARENT PITCHER WILL COME IN A PITCH UNTIL 3 STRIKES OR A HIT.  NO WALKING.  THE PARENT PITCHER MAY STAY IN THE FIELD OR GO BACK TO THE BENCH

-WHETHER IT IS THE PARENT OR PLAYER PITCHING A STRIKE THROWN IS A STRIKE, SWUNG AT OR NOT.  PLEASE ENCOURAGE BATTERS TO SWING BECAUSE ALL UMPS HAVE A DIFFERENT STRIKE ZONE, SOME LARGER THAN OTHERS

-THE PITCHER (PARENT OR PLAYER) IS TO USE THE RUBBER AT 30' AND PITCH USING THE PROPER TECHNIQUE

-A PITCHER CAN ONLY PITCH 2  OUT OF THE 5 OR 7 INNINGS IN A GAME.  THIS DEVELOPS MORE PITCHERS.

-THE IN-FIELD FLY RULE DOES NOT APPLY FOR THIS AGE GROUP

-EVERYONE BATS AS LISTED ON THE SCORE SHEET

-3 STRIKES IS AN OUT (ENCOURAGES YOUNG PLAYERS TO SWING INSTEAD OF JUST WATCHING PITCH AFTER PITCH)

-YOUR HALF OF THE INNING WILL END WHEN YOU RECORD 3 OUTS OR 5 RUNS

-PITCHING DISTANCE IS 30', BASELINE DISTANCE IS 45'

11 & UNDER (SQUIRT)

-USE 11" BALL

-USE SOFTBALL RULE BOOK

- EVERYONE BATS AS LISTED ON THE SCORE SHEET

-YOUR HALF OF THE INNING WILL END WHEN YOU RECORD 3 OUTS OR 5 RUNS

-3rd STRIKE IS OUT EVEN IF THE CATCHER MISSES THE BALL

-PITCHER CAN PITCH A MAXIMUM OF 3 INNINGS IN A 5 INNING GAME OR 4 IN A 7 INNING GAME.  1 PITCH THROWN IS CLASSED AS AN INNING

-PITCHING DISTANCE IS 35', BASELINE DISTANCE IS 55'

13 & UNDER (PEE WEE)

-USE 12`` BALL

-USE SOFTBALL RULE BOOK

 -EVERYONE BATS AS LISTED ON THE SCORE SHEET

-YOUR HALF OF THE INNING WILL END WHEN YOU RECORD 3 OUTS OR 5 RUNS

--PITCHER CAN PITCH A MAXIMUM OF 3 INNINGS IN A 5 INNING GAME OR 4 IN A 7 INNING GAME.  1 PITCH THROWN IS CLASSED AS AN INNING

-PITCHING DISTANCE IS 40`BOYS, 38` GIRLS, BASELINE DISTANCE IS 60`

 

15 & UNDER (BANTAM)

-USE 12`BALL

-USE SOFTBALL RULE BOOK

 EVERYONE BATS AS LISTED ON THE SCORE SHEET

-YOUR HALF OF THE INNING WILL END WHEN YOU RECORD 3 OUTS OR 5 RUNS

-PITCHING DISTANCE IS 42`BOYS, 40` GIRLS, BASELINE DISTANCE IS 60`

18 & UNDER (MIDGET)

USE 12`BALL

-USE SOFTBALL RULE BOOK

 EVERYONE BATS AS LISTED ON THE SCORE SHEET

-YOUR HALF OF THE INNING WILL END WHEN YOU RECORD 3 OUTS OR 5 RUNS
